Abstract [en]

According to the Civil Protection Act, one of the county administrative boards more important tasks, within its area is to conduct supervision over the municipalities. This supervision is aimed to establish an equal development and an equal relationship throughout the country with regard to the local conditions. This thesis is created to improve the County Administrative Board of Västra Götaland region's ability to conduct supervision of the municipality’s results from their working within the Civil Protection Act. This is done by creating new groups of municipalities, retrieval of relevant information of the urban areas, develop the supervision of local results and develop a model of presentation that will be used during inspection visits.A new grouping of municipalities has been developed by applying the grading generated from the supervision model created from the Swedish Civil Contingencies Agency. A document containing information about risks, population, public ‐ private businesses and the ability to implement emergency responses across all urban areas in the county has been developed. Supervision of the municipality's results has been produced by developing new and existing factors of safety and security. A new presentation model which will be used during inspection visits has been produced. The presentation model is constructed so that the inspected municipalities, in a simple way can understand the message from the regulatory officiator.
