Abstract [en]

When a shortage is identified in the transport system, a comprehensive planning process is initiated. The old system of planning for transport was tedious and often delayed due to public appeal, since proposed measures were not approved of by stakeholders affected by the proposal. In 2010 the government proposed, according to the Roads Act and Rail Tracks, that the planning process would be replaced with an integrated process instead of involving several stages of planning. In the new process, consultations will be held continuously with the intention that it will be easier for the public stakeholders and others to understand problems and solutions with the proposed planes. Since the new process, Strategic Choise of Measures, only has been practiced for the past two to three years, it is of interest to investigate how the new process will fit into the existing planning processes of the responsible actors. Through interviews, the responsibility and the authority of the different actors will be clarified. It is also of interest to investigate how the different actors handle the results that is obtained after a strategic choice of measures. The study also includes investigating how the planning process has changed, since the establishment of the new Strategic Choice of Measures was implemented in the planning process. A group of six people were selected to be interviewed, two from each of the organizations, state, region and municipality. The questioner guide was sent out in advanced, before the interview. During the interview, the respondent was asked to answer the prepared questions from the guide but was also allowed to speak freely on the subject. After the interviews, a summary of the interview were written down and analyzed. The conclusions are that there are no designated processes for experience feedback. All the results from the Strategic Choice of Measures are stored in a database at the state actor Trafikverket. The purpose is to integrate the proposals for actions in the future planning of the transportation system. The municipality actor is sometimes obstructed to proceed in their own plans for actions due to the slow process at Trafikverket, especially when it comes to issues of financial character. Everyone agrees that it is a good strategy to have a broad foundation when it is time to take decisions. Although, some people thought that the process was confusing in the beginning and that too much time is spent to propose and deliver a solution that already was obvious beforehand
