Abstract [en]

The objective of the study was to investigate the feasibility of emissions trading as an economically efficient instrument to internalize the external costs of nitrogen fertilizer usage in the Swedish agricultural sector. Because of the geographical variability of nitrogen leakage, the approach is based on a description of the factors that contribute to nitrogen emissions causing differentiated external costs, and the consequences for the design of instruments based on environmental economic theory. The data used are based on a mapping of soil types, differences in watercourses retention in Sweden, and the effects of purification measures in the Baltic Sea. The results suggest that it should be possible to internalize the differentiated external costs of nitrogen fertilizer usage in an efficient manner through the implementation of nitrogen emissions trading in Sweden. This would then be designed regionally, taking into account differences in nitrogen leaching between the different regions, and thus reducing the presence of economic welfare losses.
