This is a study preformed for a masters degree in Sociology with the academic purpose: Toexamine and define people's perception of safety in relation to Swedish healthinsurance/sickness benefits system and how important officials who encounter individualsinvolved and the individuals themselves think that the individual's perception of safety inrelation to the health insurance/sickness benefits is for a favorable rehabilitation to work.It's a very small percentage of people who will be refused sickness benefits, have theirbenefits withdrawn or reach the time limit for the benefits, but the risk is perceived. And asthe ever changing regulations are difficult to understand, it makes the perception of safetydecrease. The regulatory framework is changing and how the authorities are applying therules varies, because the practice is not always in alignment with the acquis. At the same timeas the rules for sickness benefits has changed so that more people on sick leave will lose theirjobs, the labor market has changed, which can make it even more difficult for those withlimited work experience or a history of sick leave to find a new job.The study has a theoretical basis on Anthony Giddens, Modernity and self-identity and UlrichBeck, Risk Society but also recent sociological research done by Daniel Melén Healthinsurance system and other relevant articles, books, and recent studies including SocialReports. This study was conducted in 2014 and includes 13 interviews with officials of thePublic Employment Service/Arbetsförmedlingen, the Social InsuranceService/Försäkringskassan, Local Social Administration of livelihood support unit as well aspeople who are not professionally meeting people on sick leave. Half of all informants havehad personal experience of longer sick leave. The choice of informants before the interviewswere made with a combination of subjective choice and snowball sampling.In this study, it appears that the perception of safety relating to the individual's economy is ofgreat importance for a favorable rehabilitation to work / being able to manage change andbeing motivated for change. But through this study it emerges in the interviews a lack ofperception of safety in relation to the insurance system. Most importantly the informants inthis study expresses that it is to know, that the authorities gives correct, specific informationin beforehand. It also emerges that: the how information is given and how the individual canassimilate this information can be flawed.The changes implemented in health insurance seem to have health insurance that left itrealistic when assessing work capacity has gone from assessed in the work that the individualactually has a chance of getting and managing to assessing work against all of the labormarket where jobs. Without taking into account that this type of work often does not actuallyexist, that it most closely resembles suitable jobs for many assumes state subsidization. Thisstudy suggests further research in many different areas based on what has emerged.
