The aim of this study is to examine control structure roles in gender mainstreaming. The study is performed on a case operation, mandated by the government concerning gender integration. Skatteverket is an authority in the public sector and therefore have a special character; it is characterized by a majority of women. This study is based on a social constructionist approach and will be using theory regarding gender, isomorphism and control, and motivation to identify underlying gender equality mechanisms, and how managers control and motivate their employees to achieve goals.The study is being both qualitative and quantitative in nature, and is conducted in two selected branches of Skatteverket. The empirical result from the data collection, shows that the society's view of the operation is not consistent with the reality, meaning that the gender equality is characterized by all coworkers. Above all, the ignorance of gender assignment runs through the business, and goals are not communicated to their employees. The importance of communication, understanding of business, the purpose of communication, motivation, innovation, freedom, as well as knowledge about issues regarding gender and equality, are being discussed in this study through theories and approaches.
