Politikers förväntningar vid införandet av Balanserad styrning inom ett svenskt landsting: En kvantitativ studie inom hälso- och sjukvården

New performance management models are constantly being developed in the private sector in order to streamline the organization. These new models started to spread to the private sector in the beginning of the decade 1990, under the name New Public Management. The Balanced Scorecard is one of the most common performance management models that were caught upby the public sector. Norrbottens läns landsting (NLL), which is a Swedish public healthcare organization, is in the process of implementing the Balanced Scorecard. The implementation of the Balanced Scorecard will begin in the year of 2013, based on this, our purpose of this thesis is to describe and explain the expectations that the politicians have for the introduction of the Balanced Scorecard in NLL.After a review of theories, literature and previous research on the subject, we found that politicians’ expectations of the Balanced Scorecard can have an effect on the implementation of the model. To be able to fulfill our purpose we developed a survey that was based oninformation we found from the literature, previous research and theories. The survey was sent out to all 72 county politicians in Norrbottens läns landsting.We found by analyzing the results of the data that the politicians have expectations about the effects that the Balanced Scorecard will have. The politicians expect that the employees of NLL will get a long-term way of thinking, and that the employees will get a clearer image of the shared vision. The politicians expect that there will be an effect on the organization by implementing the BSC. The politicians do not expect that the influence of decisions or that the administrative cost will reduce. In our analysis we analyzed the survey answers of the politicians, divided in the degree of spent education hours on the Balanced Scorecard and which party they belong to. We found a difference between the degree of educations hours spent on the Balanced Scorecard and which party the politicians belonged to. The majority and the politicians with higher education hours have more expectations of positive effects and about participation.
