Translating tenure track into Swedish: tensions when implementing an academic career system

Abstract [en]

Academic career systems have been in focus lately as a means to attract talented researchers and teachers. In this paper, we compare tenure tracks at three Swedish universities. The analysis relies on qualitative data, including interviews and policy documents, and revolves around three questions: How is the tenure track designed? What were the drivers behind the new tenure track? How is the tenure track designed to handle emerging tensions? We identify three common drivers and rationales: transparency, recruitment of early career researchers and long-term retention of staff. The article ends with a discussion of important considerations that were made when introducing the tenure track. The considerations derive from the tensions between research and teaching, between scope and funding and between the needs of the institution and the rights of the individual. The results are important in an increasingly competitive higher education sector aiming to construct and implement attractive career systems.

Abstract [en]

The work of this thesis is sprung from a reflection I had in my daily work at a funder of research and education: How can the academic career be so problematic? Difficulties concerning the academic career in Sweden have been discussed for a long time with several problems discussed continually over time. Among these difficulties are the lack of a coherent career system, too many temporary employments and time-consuming recruitment procedures. In this thesis, the pluralism of ideals and systems in university organisations, as articulated in the academic career, is studied and conceptualised. The overarching research question is: How are tensions in the organisation of the academic career manifested and handled? The empirical material is presented in four papers, which explore the organisation of the academic career in Sweden. This research takes a qualitative approach, with interviews and documents as sources. 

By applying the perspective of institutional logics, the results of this thesis describe the academic career as located in a tangle of different ideals and systems that create tensions. Six sets of ideals and systems, institutional logics, are identified: state, academic, managerial, market, community and family. The logics are reflected in the structures and processes around the academic career and used by various actors to motivate action. The importance of academic and community logics, with the ideals of meritocracy, elitism and taking care of one’s group, is highlighted regardless of the rise in managerialism and marketisation in the last decades. A framework of institutional logics in the academic career is developed and put forward as the main theoretical contribution of the thesis, for use and further development in future studies, as a source of inspiration for how to study institutional complexity at universities, and for discussion with practitioners. The results also enhance understanding of how universities handle tensions by incorporating inconsistencies in the organisation of the academic career through inclusion of conflicting parties in decision-making, nurturing of numerous ideals, and separation of talk and action, so called organisation of hypocrisy. These organisational inconsistencies are presented as both problems (due to possible inertia for change and hard-to-predict consequences of change initiatives) and solutions (to continue generating support and resources from different actors). To further handle the tensions, actors are reconciling them through microlevel discussion and collaboration.

Abstract [sv]

Arbetet med denna avhandling bottnar i en fråga som jag ställde i mitt arbete vid en stiftelse för finansiering av forskning och utbildning; hur kan den akademiska karriären vara så problematisk? Svårigheter rörande den akademiska karriären i Sverige har diskuterats under lång tid med flera problem som återkommer över tid. Bland dessa svårigheter återfinns avsaknaden av ett sammanhållet karriärsystem, för många tidsbegränsade anställningar och tidskrävande rekryteringsprocesser. I avhandlingen studeras och konceptualiseras pluralismen av ideal och system i universitetsorganisationen illustrerat genom den akademiska karriären. Den övergripande forskningsfrågan är: Hur manifesteras och hanteras spänningar i organiseringen av den akademiska karriären? Det empiriska materialet presenteras i fyra artiklar som utforskar organiseringen av den akademiska karriären i Sverige. Forskningen är kvalitativ med intervjuer och dokument som källor.

Genom att applicera perspektivet institutionella logiker beskriver avhandlingens resultat den akademiska karriären som placerad i en härva av olika ideal och system som skapar spänningar. Sex olika ideal och system, institutionella logiker, identifieras: stat, akademisk, linjeorganisation, marknad, gruppgemenskap och familj. Logikerna reflekteras i strukturer och processer kring den akademiska karriären och används av olika aktörer för att motivera sina handlingar. Betydelsen av den akademiska logiken och gruppgemenskap, med meritokrati, elitism och att ta hand om sin grupp som ideal, understryks trots de senaste decenniernas ökade fokus på linjestyrning och marknadsanpassning. Ett ramverk för hur institutionella logiker i den akademiska karriären kan studeras har utvecklats och lyfts fram som det främsta teoretiska bidraget för avhandlingen. Ramverket kan användas och utvecklas i framtida studier och fungera som en inspiration för hur institutionell komplexitet på universitet kan studeras samt för att diskutera den akademiska karriären med praktiker. Resultaten fördjupar också förståelsen för hur universitet hanterar spänningar genom att inkorporera motstridigheter i organiseringen av den akademiska karriären. Detta genom att inkludera motsägande parter i beslutsprocesser, främja en pluralism av ideal och separera det som sägs från det som görs, så kallat organiserat hyckleri. Dessa organisatoriska motstridigheter beskrivs här som både problem (för att de kan medföra tröghet i relation till förändring och förändringsinitiativ kan skapa oavsiktliga konsekvenser) och lösningar (för att fortsätta generera stöd och resurser från olika aktörer). Ytterligare ett sätt som spänningarna hanteras på är att aktörer förenar dem genom diskussion och samarbete på mikronivå.
