Abstract [sv]

På webben idag föreligger problem där essentiell information inte finns tillgänglig för alla människor. Detta innebär bland annat ett demokratiskt problem eftersom information i allt större grad distribueras på detta sätt. Bristen på tillgänglighet är så tillvida ett växande problem och något som man från styrande delar av samhället adresserat. Offentliga webbplatser i Sverige är tänkta att följa de riktlinjer som W3C tagit fram, under namnet WCAG och efter vilka man utformat en svensk version av under namnet Vägledningen för 24-timmarswebben.

Vår uppsats visar att trots dessa dokument är efterlevnaden av riktlinjer fortfarande låg, även inom offentlig sektor. Vår undersökning har gått ut på att genom intervjuer av webbutvecklare se på sambanden mellan kunskap om, motivation till och efterlevnaden av dessa riktlinjer. Vi har upptäckt att kunskapen och motivationen bland webbutvecklare är varierande, men att problem kan uppstå även när kunskapen och motivationen är hög.

Abstract [en]

A large problem lies in that essential information is not available to the entire public on the web today. Information is progressively spread through the Internet and through that amongst all a democratic problem occurs. The lack of accessibility is therefore a growing issue and something that has been addressed from governing parts of society. Public websites in Sweden are meant to follow the guidelines from W3C, presented under the name WCAG, and specified in the Swedish version ”Vägledningen för 24-timmarswebben”.

Our paper shows that in spite of those documents not even public websites does comply very well with these guidelines. We investigated the relations between knowledge of, motivation to and compliance of WCAG, by interviewing web developers. We have discovered that the knowledge and motivation amongst web developers is varied and that problems can arise even when the levels of both knowledge and motivation is high.
